this rule is totally supported by statistic survey,
e.g.if v want to know how many persons there are honest/currupt.
so by this rule v will say its sure there are 10%persons who are very honest,
n another 10%will be very currupt,
rest 80% will go according to current,
i mean they vary between honesty n curreption.
